Research specialties of Richard are in the areas of competition policy, intellectual property, and research and development. He was Chair of the Department of Economics from 2002 to 2005 and is currently Chair of the Berkeley Competition Policy Center. From 1993 to 1995 he was Deputy Assistant Attorney General in the Antitrust Division of the U.S. Department of Justice.
